On December 17, the 2020 National Conference on intellectual property protection was held in Beijing. The conference learned the spirit of the important speech delivered by general secretary Xi Jinping, who presided over the twenty-fifth collective learning of the Political Bureau of the CPC Central Committee. Zhou Huiguo, deputy director of the State Intellectual Property Office, made a nationwide report on intellectual property protection. He made a comprehensive summary of the progress made in the implementation of the "opinions on strengthening the protection of intellectual property rights" in the past year, and analyzed the current form of intellectual property protection. At the same time, the key tasks of intellectual property protection in 2021 have been deployed.

ZHOU Huiguo pointed out that since the 18th CPC National Congress, the Party Central Committee has placed the protection of intellectual property rights in a more prominent position. The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China deliberated and approved the proposal of the 14th five year plan for China's national economic and social development and the long-term goal of 2035, which clearly requires "strengthening the protection of intellectual property rights". In recent years, general secretary Xi Jinping has made a series of important discussions and instructions on intellectual property work at several important domestic conferences and important international occasions. In November 30th this year, the Central Political Bureau held twenty-fifth collective studies on the topic of strengthening the protection of intellectual property rights in China. General Secretary Xi Jinping made an important speech on intellectual property protection, and proposed to strengthen the protection of intellectual property rights in an all-round way. This fully embodies the high importance, cordial concern and ardent expectation that the Central Committee of the CPC Central Committee attaches to the protection of intellectual property rights in the core of Xi Jinping. The national intellectual property system should learn from the speech of general secretary Xi Jinping in a comprehensive and accurate manner. We should have a profound understanding of the important significance, fully understand the core meaning, and effectively implement the whole process of intellectual property protection.

ZHOU Huiguo stressed that since the implementation of the "opinions" for one year, remarkable achievements have been made in the protection of intellectual property rights. In the next step, the national intellectual property system protection departments should take the implementation of the six requirements put forward by the general secretary as the guidance, the implementation of the "opinions" and related promotion plans as the main line, adhere to the political guidance, system first, and collaborative efforts, pay attention to top-level design and organization coordination, inspection, assessment, investigation and evaluation, reform and innovation, pilot demonstration, and rapid collaborative system construction, Pay attention to the governance of key links, risk and safety prevention and control, basic research and capacity building, and promote the protection work to achieve better results.

At the meeting, the person in charge of the intellectual property protection department of the State Intellectual Property Office informed the inspection and assessment of the national intellectual property protection work. The intellectual property offices of Hebei, Shanghai, Anhui, Guangdong, Nanjing and Ningbo introduced their experience. Representatives from all provinces, autonomous regions, municipalities directly under the central government, cities under separate planning, vice provincial cities, Intellectual Property Office of Xinjiang production and Construction Corps, Sichuan Intellectual Property Service Promotion Center and Guangdong Intellectual Property Protection Center attended the meeting and had in-depth exchanges on the implementation of the "opinions" and the work report.
